Administrative and legal regulation of the civil service of Imperial Russia: historical-legal analysis

The article provides historical and legal analysis of the development of the civil service as a social and legal institute in Russia since the Kiev Russia and up to the beginning of the 20th century. The author came to the conclusion that the established system of public-service relationships wasn 't perfect, but allow to carry out its role in the mechanism of the state as the main means of practical implementation by the state of its social tasks and functions.
