A 'poor' again

The article is devoted to the problems of reformation of ensuring fire safety system. The reasons of non-fulfilment of the Main Directorate of State Fire Fighting Service are pointed out. The author believes that the main shortcoming of the reform is that the State unreasonably a lot (almost totally) and exclusively takes part in the ensuring fire safety system.
