Number one problem - waste and dumps management

Basic power in the sphere of waste and consumption residue are referred to the local authorities' federal powers. However, they are unable to deal with the vested powers themselves because of the lack of real financing in local government finances. In the article a number of changes in normative-legal acts for the situation improvement is suggested.
