LIBERAL-DEMOCRATIC VALUES AND THE MIDDLE CLASS

To build up the development strategy of Russia it is important to define both —
the image of what we expect to get and the institutions that we should build for the
realization of this image. The modernization should cover all the spheres of social
life: economics, politics, sphere of safety and foreign policy, social sphere. Economic
modernization should be held in a very intensive way, plus the government should
change its functions. Business can become the human resource for the management
in the public management.
