What does Russia need "Water transportation energy system" for?

In the Russian Empire and the USSR it was planned to form a unified navigable system with the use of water power of the locked rivers. Only a part of the plans was carried out, i.e. "The Uniform deep-water system" of the European territory of Russia. There were suggested the concept of "Water Transportation energy system" and a series of projects on joining the new aeration lines to the "Unified Aeration system". It allows to decrease the fuel consumption not only in the transportation complex, but also due to the putting in operation the hydroenergy potential of the rivers in the electric power industry. In addition to that, some opportunities for the regulation of the flow stream and its territorial transfer will open up.
