What is going to happen to the single-industry towns?

The author reviews the complicated problem of the single-industry towns, including Tolyatti, and suggests the ways out of it. There should be made the community reorganization in favor of the development of the primary processing industries, the development of the Programme of Resettlement in the home country of the Compatriots Residing Abroad
